There are translations in the gnumeric source tarball, e.g. http://ftp.gnome.org/pub/GNOME/sources/gnumeric/1.9/gnumeric-1.9.9.tar.bz2
As a workaround, you could extract the translation from the “po” directory and move it to the right place.
