Thanks for your bugreport. It appears that the "belocs-locales-bin" package is causing those issues. This package is no longer in the archive since intrepid. Could you please try to "sudo apt-get remove --purge belocs-locales-bin" and see if that looks ok (does not want to remove much more) and if it fixes the upgrade problem.
