Binary package hint: gnome-control-center
In System->Preferences->Keyboard:Layouts, the authentication dialog
which appears when the "Apply System-Wide..." button is pressed always
fails to authenticate.
The user's password should work, like other Gnome system setting
authentications (e.g. when installing software).
(I also tried the root password, which did not work either)
