Binary package hint: gnome-control-center

In System->Preferences->Keyboard:Layouts, if the "Separate layout for
each window" check-box is NOT checked then changing keyboards either
does not work, or works incorrectly:

1. Changing keyboards has no effect.  You have to check the "Separate
layout for each window" and then set the desired keyboard as the
Default, then un-check the box.

This seems wrong.  There is no concept of "Default" if the same layout
is used for all windows, and the gui does not offer any "Default" radio
buttons when the "Separate..." checkbox is not checked.

2. Once you do succeed in changing the keyboard for existing windows (e.g. 
gnome-terminals), then if you change the layout back to USA it has no effect 
while "Separate..." is unchecked.  Worse, you can set the Default back to USA 
with the checkbox checked,
then un-check the checkbox and USA remains highlighted, but existing windows 
instantly switch back to the other keyboard.  This is completely incorrect 
behavior.       The incorrect keyboard activation goes away after closing the 
dialog, but then in a subsequent dialog it is impossible (or nearly so) to 
change it again.

*Removing* the other (not selected) keyboard from the layout list while
it is incorrectly in effect also makes existing windows revert to USA
(or whatever the remaining entry is, presumably).

HOW TO REPRODUCE:

1. Start with USA as the only layout.   
2. System->Preferences->Keyboard:Layouts
    Click Add...
    Select "Bulgaria" in the Country drop-down
    Click Add
3. With "Separate layout for each window" checked, click the Default 
radio-button for Bulgaria.  Type something in an existing terminal window and 
it should still be latin, but a newly-started xterm or gnome-terminal will show 
Cyrillic characters.
So far, so good.

4. Un-check the "Separate layout fo reach window" check-box.  "Bulgaria" 
remains highlighted but the radio-buttons disappear.
Now type into an existing terminal or other app, you should see something like 
шгся.   If you don't then you may have progressed to step 9 unwittingly; remove 
the Bulgaria entry, exit the dialog, and start over.

5. Click USA in the layout selector.  It highlights.   Now type some more in an 
existing app.  IT HAS NOT CHANGED.  
It is still giving you Cyrillic.  This is a bug.

7. Check the "Separate..." check-box again, and select USA as the Default 
layout.  Then Un-check the "Separate..." box.
USA is highlighted, but you still get Cyrillic in existing and new windows.  
Also a bug.

8. Exit the dialog and restart it.
9. The selected layout is USA, and now latin appears in new and old windows.
10. Try selecting Bulgaria with the "Separate..." checkbox un-checked.  It does 
not have any effect on existing windows (bug).
The work-around of first making Bulgaria the 'Default' with "Separate..." 
checked does not work now either.

Now nothing seems to work.  Bulgaria can never be made to affect
existing windows.

11. Select Bulgaria with "Separate..." not checked, then click Close.   
Re-activate the dialog (System->Prefs->Keybaord)
and now NO keyboard is selected in the layout list.   Another bug (but might be 
a clue about what is wrong under the covers)

12. Remove Bulgaria from the layout list and add it back.    Now it
works again (selecting Bulgaria with "Separate..." unchecked modifies
existing windows).    But selecting USA does not go back (like before).

If "Separate..." is checked again, and the Default is toggled between USA and 
Bulgaria, finally leaving it set to USA, then
un-checking "Separate..." makes existing windows go back to USA.
