I have a similar problem, not sure if it is the same bug, it may be
I have an older box with 2 2.4 GHz Xeon processors only one cpu is
started with the current karmic kernel 2.6.31-14-generic
the upgrade from 9.04 -> 9.10 left some 9.04 kernels in /boot
2.6.28-16-generic starts both cpus
