nm is surely using the wrong icon call.
Not sure how this is a gtk bug. the gtk is just scaling the icon since it is
asked to.
BTW , why doesn't the nm applet scale the default icon? [the one
provided by nm in the hicolor folder] that icon always stays the
constant size and doesnt change.
