Nico, thanks a lot. That proves that udev is working, but devicekit-
disks does not emit any events for some reason. This is actually the
first time that I saw a problem like this, so I'm afraid I need to
bother you some more.

Can you please do

  sudo /usr/lib/devicekit-disks/devkit-disks-daemon --replace 2>&1 | tee
/tmp/dkd.log

and then plug in the USB stick. Let it settle down, and then press
Control-C and attach /tmp/dkd.log.
