I am also having trouble with this. Before I can enter all the passphrases it finishes booting. There doesn't seem to be any way around it either.
It seems to constantly try and finish booting and only comes back to the passphrase prompt when it fails. It's repeated failed attempts to boot actually slow the process down significantly.
