I am pretty new to Linux but I thought that I should note that I have a MSI Wind U123 that is running 9.10 Karmic. I too have been having this problem with the power-manager flickering the back-light. However, I have found that when the light is flickering I can run something that needs root privileges such as Synaptic and then the power-manager will start working perfectly. I also have found that it appears that if you open the power-manager properties it looks like the program is getting hung up at the point in which it is trying to load the battery usage power-management options. I hope that this helps somebody out there.
