There should be some OS restrictions to prevent or allow something like that happening as there is not way for me to change or reset these permissions. For example chmod should not cause problems but be flexable enough to fix them, which is a standard electronics code that could help system malfunctons be fixed. since a am unable to install some important ubuntu packages for my system I was advised from irc I should reinstall as I and others doubt this can be fixed.
