Yes, I had sl-modem-daemon installed (by system installer??). Following your advice I removed that package and rebooted my Ubuntu 9.10. Now, I'm again a happy Ubuntu user with sound enabled during system boot up process.
But I think there is something to be done with this problem/bug or maybe more appropriately spoken - packages conflict. I didn't tamper with anything related to sound or my sound card or modem. Every package (related to sound etc.) was installed in my system by installer. So maybe change something there?
