The mobile broadband page should mention a workaround for USB modems with flash 
drive mode.
Some 3G USB modems have a default mode, in which modem device is recognized by 
the system as a flash drive. This flash drive contains Windows drivers. To 
change device to a modem users have to either:
1) eject the flash drive
2) use the modem-modeswitch tool manually 
For example see Bug #281335.
If a modem device is still not recognized then a bug should be filed against 
udev.

Ubuntu documentation should mention that some 3G USB modems might
require to eject/unmount the flash drive with drivers before using.
