Some 3G USB modems have a default mode, in which modem device is recognized by the system as a flash drive. This flash drive contains Windows drivers. To change device to a modem users have to either: 1) eject the flash drive 2) use the modem-modeswitch tool manually For example see Bug #281335. If a modem device is still not recognized then a bug should be filed against udev.
