yes it does need brasero to burn cds with gnome 2.28, that's an upstream
decision, without it you can't burn cds with rhythmbox, in the past it
used nautilus-cd-burner but that was deprecated by brasero, if you're
having issues with brasero please open a new report about that, closing
this one, thanks.
