The root cause of this bug is bug 105511: while the app-install-data contains information for applications in both Main and Universe, the live CD contains (and installs) the Packages.gz file for Main but not for Universe. So the Ubuntu Software Center knows about the Universe packages, but does not know how to install them. This would not have been easy for a novice user, its not good enough I could not recommend Ubuntu to a novice use with such a broken software installer.
