When you install isight-firmware-tools the debconf-fu asks you where the firmware is (default is the path it should be in OSX, but you need to mount your OSX partition first) and copies it to /lib/firmware. The firmware tools then load the firmware on every start.
Sure, the handler could copy the firmware, install i-f-tools and let it do the rest.
