It is. As the README.keymap says, it's /lib/udev/keymap. You already
used it in comment 2.

In theory it is possible that the mute button is not a "normal" keyboard
key (handled by the operating system), but a hardwired one. But then it
would just work, which apparently is not the case.

So it seems that the kernel is not generating input events for this key.
