Still, nineteen times out of twenty, when connecting using network manager, the blue light comes on on the E220 and network manager claims that I am connected. But I can't reach anything through the connection. If I were to guess, I would say that something other than the kernel is at fault here. I have had some success using the KPPP program for connecting, instead of NetworkManager, but I can't yet say if that works consistently. To use KPPP, disconnect the non-working connection in network manager and then "dial" using KPPP.
