I added your list of steps to the description, as steps to reproduce the
bug. I also added expected results based on my machine that works
properly. Could you run the following command in a terminal please? It
will attach information to the bug that will help get it resolved:

apport-collect 483138

Bear in mind that you may need to install the python-launchpadlib
package from the universe repository with 'sudo apt-get install python-
launchpadlib'. Additionally, when prompted to give apport-collect
permissions for Launchpad you will need to give it at least the ability
to "Change Non-Private" data as it will be adding information to your
bug report.

** Description changed:

  I did a clean 9.10 install.  I have gnome-bluetooth 2.28.1-0ubuntu2 and my 
system is exhibiting the following behaviour
  When I mouse over the icon (which is greyed out) it shows bluetooth disabled. 
 When I right click the icon, I only have the choice to turn bluetooth off.  
When I open preferences I have the option to start bluetooth.
  
  Nothing I try turns it on.
  
  I reported a bug at gnome but was told "Ubuntu is shipping old versions of 
gnome-bluetooth, with non-upstream patches.
  Take it up with them."
  
- How do I fix this please?
+ Steps to reproduce:
+ 1. I did a clean install of Ubuntu 9.10.
+ 2. Immediately I had an issue with bluetooth.
+ 3. The BT icon is greyed out
+ 4. When I mouse over the BT icon a pop up box indicates "Bluetooth disabled".
+ 5. When I right click the icon
+        Bluetooth: on - is greyed out
+        Turn Bluetooth off - is black
+        Preferences - is black
+ 6. Opening preferences
+       Top left states Bluetooth is disabled
+       There is a button "Turn bluetooth on"
+ 7. When "turn bluetooth on" button is clicked, the button greys out but does 
not perform the function.
+ 8. The preferences box remains with the greyed out button until the x box is 
clicked. The whole box closes. /Bluetooth does not turn on.
+ 9. Intermittently, the BT icon is black when the computer restarts, 
unfortunately pairing does not occur.
+ 10. My system can find my phone, another computer in my house etc but my 
phone & the other computer cannot find my ubuntu system. Even though the system 
BT is set up to transmit all the time.
+ 
+ Expected behaviour:
+ Step 5: when clicking the Bluetooth icon:
+   - Bluetooth: Off - is greyed out
+   - Turn On Bluetooth - is black and clickable
+   - Preferences - is black and clickable
+ Step 7: when clicking the "Turn Bluetooth On" button, Bluetooth should start 
and the button be replaced by the Bluetooth Preferences panel
+ Step 10: the Ubuntu system should be able to find and pair with other 
Bluetooth enabled devices
