As previously covered, there is nothing to change in notify-osd to
correct the behaviours discussed: in the packaging system it is Ubuntu-
Meta that controls the requirement for notify-osd to be present, not
notify-osd itself.
I've marked this bug invalid according (as had already been done but was
reversed out).
