If /etc/udev/udev.conf should indeed -never- have udev_log set to other
than "err", then why is it even a config option and why do the comments
in the file say it can be set to any of err, info, or debug?   In other
words, I am questioning whether this prob is really just user error as
your response implies.

It sure smells like a race condition to me too, and if it is it a race
then I request that you change the status from Won't Fix, as it is a bug
which certainly should be fixed eventually (depending on races to
resolve a particular way will eventually cause madness and dispair; I
say that from personal experience in race-condition hell.)

Like C de-Avillez, I don't understand how to debug udev issues during
startup if debug logging can not be enabled until after startup has
completed.
