I tried this on my system, and it works just fine.

Wrt. your kernel output, is it correct that the second USB stick you
inserted does not have a partition on it?

Please do the following:

 devkit-disks --monitor-detail >/tmp/dk-d.txt 2>&1 &
 udevadm monitor -e --udev >/tmp/udev.txt 2>&1 & 
 gvfs-mount -oi > /tmp/gvfs.txt 2>&1 

then insert the first device, start the copy job, insert the second one,
wait for some 10 seconds and confirm that it was not recognized. Then
press Control-C, and do "fg" and Control-C two more times to stop all
the monitors.

Please attach /tmp/udev.txt, /tmp/dk-d.txt, and /tmp/gvfs.txt here.
