I think this has to do with a setting in KMenu->System
Settings->Regional & Language->Keyboard Layout. Try adding another
layout with the international ("intl") variant selected. If using that
layout causes these keys to work as you expect them to, which is a
feature known as dead keys, then I'm guessing the problem is in the
default key layout for your locale.
When you boot from a live Edgy disc, do the keys work as expected?
