Public bug reported:

Binary package hint: xfce4-session

This concerns xfce4-session 4.6.1-1ubuntu2 in Karmic. This is a second
try at reporting the behavior described in Bug #485449.

I have a Xubuntu desktop system with much of GNOME taken out, installed
with

    apt-get install xubuntu-desktop libbonobo2-common-

on a minimal install. "gdm-2.20" is used instead of the newer "gdm", and
gnome-session is not present.

If I select "Xfce Session" at the GDM menu, and log in as a new user
(i.e. no prior user config), then the standard Xubuntu desktop comes up
correctly.

If I leave the selection at "Last", however, and log in as a new user, I
get a desktop that has all the elements of the Xubuntu desktop, but
incorrectly arranged (notably, everything merged onto one panel at the
bottom of the screen, rather than two panels). A screenshot:

The main difference between these two scenarios is that in the first,
Xfce is started via "startxfce4", whereas in the second, xfce4-session
is invoked directly (as "x-session-manager").

The startxfce4 script does a fair bit of setup, e.g. XDG_* environment
variables, that you don't get with invoking xfce4-session directly.
However, in either case, the default panel config in
/etc/xdg/xfce4/panel/panels.xml is used. (I've confirmed this by adding
panel elements via this file; see the pair-of-keys icon in the
screenshot.) And the panels.xml file clearly describes two panels, not
one. You wouldn't figure that the extra setup performed by startxfce4 is
necessary for that to take effect.

The bug, then, is the panel-merging/munging behavior, which should not
be happening even in the absence of startxfce4's additional
preparations. I don't know if this bug belongs to xfce4-session
specifically, or some other package of Xfce, but at least that's the
starting point.
