I can confirm it's present in 3.1.1 as installed in Karmic. Turning off AA seems to resolve it for me (but results in less than great line drawings of course). With AA on Impress is completely unusable.
It seems it triggers a redraw of images every time you "wiggle" the ui in various ways, and that redraw ends up taking a looong time.
