The package management system cannot differentiate between a valid-"I intend to use the preferred installation in /usr/local/lib" and an otherwise-valid-"Oops I forgot to remove what I installed into /usr/local/lib". Furthermore, how many combinations of file system locations should be checked? It quickly doesn't scale.
