I kept trying to find a solution. Here is my [temporary and not perfect]
solution:
When I booted the system I checked the Layouts tab in Keyboard preferences
(right clicked on the keyboard indicator). Under Selected layouts I saw three
lines: Croatia US keyboard with Croatian letters (marked as default), Bulgaria
Traditional Phonetic and hr,bg us,phonetic. I marked the third line (hr,bg
us,phonetic) as default and removed the first two lines. Then I rebooted,
right clicked on the keyboard indicator, selected Groups and saw only two
layouts: Croatia US keyboard with Croatian letters and Bulgaria Traditional
Phonetic (not doubled!). In Layouts tab in Keyboard preferences window, under
Selected layouts there was a single line: hr,bg us,phonetic, marked as
default. Unfortunately, when I switched between the layouts a third layout
indicated with '??' appeared. When right clicked on the keyboard indicator
('??') and selected the Show current layout menu item, the Croatia US keyboard
with Croatian letters appeared in the Keyboard layout window and the header of
the window was 'Keyboard layout'. When I selected Show current layout with Hrv
keyboard indicator the header of the Layout window was: 'Keyboard layout
"Croatia US keyboard with Croatian letters" ' and when selected Show current
layout with Bgr keyboard indicator the header of the Layout window was:
'Keyboard layout "Bulgaria Traditional Phonetic" '. Now I have to make a choice
between two bugs:)
