I think there are two issues:

1) You disconnect and resolv.conf gets cleared. This is normal. When you are 
disconnected, you can't use nameservers anyway.
In resolv.conf you should have at the top
 # Dynamic resolv.conf(5) file for glibc resolver(3) generated by resolvconf(8)
 #     DO NOT EDIT THIS FILE BY HAND -- YOUR CHANGES WILL BE OVERWRITTEN
This is the warning that resolv.conf will be cleared and/or overwritten 
automatically.

2) You connect again and resolv.conf is *not* updated with the new
nameservers. This *is* a bug! I think i have also seen this a few times
with my USB 3G modem.

Did i get it right, the problem is 2) ?
Would changing the bug title to "resolv.conf empty after connecting to mobile 
internet" be okay?
