IMHO I think this will become an issue only after Gnome Shell has been published as "stable" release. Gnome Shell is in heavy development, so it may not work, and then you need a backend - and that's metacity.
Also, in my humble opinion, this change should be done to package gdm for example, making it depend on metacity or mutter. Or something like that, you get the idea...
