I've had this happen to me as well.   If I suspend while on power, then
disconnect power and resume, what you describe happens.  It starts up,
but after a second or so, it goes back into suspend mode.  Pressing the
FN key brings it back.   This only happens after disconnecting from
power.  If the system is suspended on battery and resumed on battery (or
power) this does not occur.  If the system is suspend on power and
resumed on power this does not occur.  This behavior did not happen in
Jaunty.

Feels like a race condition, but I can't think where....
