I've just found out that the sound muting upon switching users wah actually provided by HAL.
ConsoleKit generates event (user/console switch) it goes through the PolicyKit and then reaches HAL which does sth. to the pulseaudio/audio_device/i_dont_know_what_else which stops the audio.
