As a note, it's easier to disable this by moving away
/lib/udev/rules.d/85-hdparm.rules .

If you move that away and reboot, can you reproduce the hang with

  sudo DEVNAME=/dev/sdb sh -x /lib/udev/hdparm 2>/tmp/hdparm.log

? (Assuming that /dev/sdb is the USB device which it hangs on). If so,
please press Control-C and attach /tmp/hdparm.log here.
