I can restart many many times and eventually are detected and keep them
that way by just using suspend instead of shutdown, but this isn't a
good workaround.

I have an MSI Wind U100. USB devices not mounted. I have a USB flash drive and
disc drive plugged in and neither are recognized so they can't be used.
