I am even more convinced that this bug affects devicekit-disks and is
not caused by udev
Today, I was able to let the pc turn on normally, by renaming
org.freedesktop.Devicekit.Disks.conf into another file. The system, without
finding the config file of DeviceKit-Disks, is not able to start its daemon.
This means that all the operations related to devicekit don't work anymore, but
there's no abnormal CPU usage!
