Installing dictionaries is a distro-level issue. Different Linux distributions
use different dictionary systems (aspell, myspell, hunspell, etc.) and
different package management systems (apt, deb, Portage, etc.). It's
unfortunate, but at present it's simply beyond the scope of Evolution to try
and install additional software on your system. There's just too many
variables.

So maybe the evolution user guide (evolution-documentation-*) should be
patched for Ubuntu to contain the available dictionaries?
