Artur, you're running Lucid. This is a debug-option (of notify-osd)
enabled by default during the development-cycle of what will once become
Ubuntu 10.04. It is meant to help identify applications issuing
notifications tagged with wrong urgency-levels. The motivation for this
is to improve the Do-Not-Disturb mode of notify-osd, which relies on
notifications being tagged with the appropriate urgency by applications.
