You have been subscribed to a public bug:
Kubuntu does not have a unified network management. Every time that the user
needs to change network settings, he must change the configuration in into
NetworkManager than in the section
"Network Settings" (under System Settings) and then change the apt.conf file.
All this is frustrating!!
