This problem disappeared for me sometime over the summer, but it resurfaced yesterday. It may have something to do with setting the gconf value "/apps/gnome-power-manager/actions/event_when_closed_battery" to "off", which I did to try to solve Bug 425411 (per this comment: https://bugs.launchpad.net/ubuntu/+source/devicekit- power/+bug/425411/comments/47).
