Yes, they should. And, yes, they are. Look in your xdg standard config
directory: ~/.config/MusE.

The /usr files are runtime files including images, demos, documentation,
plugins, templates, stylesheets, localisations and a notification. If
you look, you'll see that none are user-specific, and so there would be
little point in installing them in $HOME.
