Greetings!
whois on Ubuntu 8.04 does not appear to know how to look up IPs in
recently-allocated ranges:
rtuc...@framboise:~$ whois 109.74.192.103

This address is in a RIPE range, and whois on 9.10 does find it with no
issue:
