I've had some bucket snafu, due to pilot error.  This is preventing the
images from being moved over.

I had anticipated this region and created consistently named buckets,
but had not set the 'location'.  My hope was that if a bucket had no
location it could later be set.  This is apparently not the case.

I've put the necissary changes into the publish code to use this region.

As soon as those resources are freed, I can publish the images, and
lucid daily builds will start going there.
