I have exactly the same bug since some days using Karmic Koala on the EEEPC
1000H, but I can reboot with Ctrl+Alt+Del and then shut down while BIOS POST is
running. In my opinion, it is a bad idea to let everybody reinstall the whole
system, who have this bug too.
In logs with log viewer, there I can't see nothing suspicious, only something
like this:

Dec 4 01:41:38 eugen-laptop kernel: [32450.309055] ERROR!!!
RTMPCancelTimer failed, Timer hasn't been initialize!

Who can tell me, how to log and locate this bug?
