The blueprint looks good, pretty ambitious. Integrating with Plymouth will make it about as slick as it can get.
I would tweak the spec by noting that the root filesystem is a special case (can't ignore that one, not least since the usual Ubuntu setup puts everything on one partition), so it has to be handled differently.
