The sources in Debian should build on Ubuntu; try
dget
http://ftp.de.debian.org/debian/pool/main/j/joystick/joystick_20051019-9.dsc
and then build the package using dpkg-buildpackage
dpkg-buildpackage -us -uc
This will tell you which packages you need to install in order to build the
package (as mentioned above, you'll need libsdl1.2-dev).
The Debian version includes manpages for the force-feedback utilities.
