I tried the update manager again after installing 9.10 386 alternate iso
with encryption on another PC.  Similar results, but I was able to
determine this time that it was a mis configuration or firewall issue at
work. When I connected directly to the INTERNET at home just ten minutes
ago, I was able to get and install the files.

I would recharacterize this as poor or missing information on how to
setup network connections.  Since one can't reach the internet, the
clues need to be provided in the install package itself.  Since I could
ping OK, it was very hard to tell what was wrong with the connection.
All I know right now is that ubuntu works fine directly connected, and
does not behind the company firewall.  I have found the proxy info,
which I will try, and then update this again.
