Sorry for the late reply to this bug report.
Firstly, you'll save yourself a lot of effort with preseeding in general
if you add 'priority=critical' to your boot parameters. This question is
only asked at priority high, along with a number of others that are
useful in interactive use but that most people doing preseeding don't
want to be bothered with.
Secondly, the correct way to preseed this question is as follows:
d-i console-setup/codesetcode string Uni1
Judging from the incorrect owner field at the start of the preseeding
lines you quote, it sounds as though you're trying to use 'debconf-get-
selections --installer' to prime your preseed file. Don't do that,
tempting though it may be. Instead, follow the directions in the
preseeding appendix to the installation guide - there may still be one
or two things that aren't obvious, but on the whole you'll make life a
lot easier for yourself.
