Thanks for looking at this Charles. I experimented a bit and I can only get this to happen when I restart a torrent that has already reached its seeding limit. (It seemed to be happening more often when I reported it, but that's all I can find now.) So I suppose in that case it's a feature -- if you restart the torrent again, it will actually restart. Let's close this for now and I'll re-open if I run into again somewhere inappropriate and can figure out how to duplicate it.
