Today i tried out something, because I didn't understand why stop/start udev 
helped.
I singled out that this behaviour only occurs when i add one certain partition 
to fstab and it is mounted automatically on boot.
This partition is an NTFS partition.
When I mount the partition over the UI (in my case with dolphin) the udevd 
behaves normally.

Lots of udev --daemon and /lib/udev/watershed sh -c /sbin/lvm vgscan; /sbin/lvm 
vgchange -a y after boot
