There are two issues here:
1) PA isn't running with realtime privileges. You can change this if you
modify /etc/security/limits.conf, logout, and login. The web has
instructions (google://ubuntu studio pam limits.conf realtime).
2) Wine, by default, doesn't have a native PA backend. Try Neil's PPA
(again, use the web).
