This does look to be a change in behavior in the b43 driver. With 2.6.31-16, I have to manually "turn on" wifi via <Fn-F2> keypress on my laptop. Upon keypress, kernel drivers are loaded and the interface is brought up.
With 2.6.28-16 and earlier, the kernel module is loaded the interface brought up automatically. When I initially updated to Karmic w/ kernel 2.6.31-15, i'm pretty sure wifi via b43 worked fine, just as it did in 2.6.28. Problems started with recent update that included 2.6.31-16 kernel. However, when I test now, 2.6.31-15 behaves like 2.6.31-16 -- I have to manually "turn on" wifi.
