Thank you for taking the time to report this bug and helping to make
Ubuntu better.

On startup, Transmission scans ~/.config/transmission/torrents (if
you're using the gtk version) or ~/.config/transmission-daemon/torrents
(if you're using the daemon) and loads all the torrents in that
directory.

1. Are you using the gtk, or daemon, version of Transmission?

2. When you remove a torrent in in Transmission, and then look in
~/.config/transmission/torrents, is the corresponding .torrent file
still there?

3. Do you have permissions to delete the corresponding .torrent file?

4. Do you own the corresponding .torrent file?

Transmission is not downloading or uploading and every time brings up files 
wich i deleted, and don't need anymore
